It is new, and it did come sealed. The low price is due to the fact that the anniversary edition was released some time ago and has had several price drops since that time. This does though, still remain and brand new purchased item. And with the updated graphics, it's an awesome experience to re-live the fun from over a decade ago. I highly recommend this purchase.
