Can this be activated for the first time globally (in any country) or it activation regionally locked (as in North America only)?

I was able activate this software outside of North America.  You do need an Outlook email address to identify yourself to MS, that is even if you are in North America.

Permanent. Microsoft 365 is the one with recurring subscription fees.
