If I get a new PC, can I delete this from my old PC and install it on my new PC?

Essentially NO.  But, if you activated it using a Microsoft account supposedly you can deactivate it in their system and then reuse the activation.  Never tried it so can't say that works.

How is the boxed version loaded to the computer?  CD, Thumb Drive or other method??

Boxed version comes with Activation Key printed on a card with link to download and install.

neither it is a download all it comes with is a key code.

Is there a reason or benefit purchasing the boxed version rather than downloading??

It is easier for me to find the box rather than to find the product key of the download.  Three plus years later it can be a long search to not spend the $ again for something I've already paid for. New motherboard, etc..
