If I have multiple 'user accounts' on a single PC, can any one of those users who sign in can use the software just like in older versions?  (on Windows 8.1 now)

update:
The problem we ran into was licensing. The older version of office could be installed on max 3 PCs. Previous version of office for us was installed on two computers. We needed the 2013 version of Outlook and Publisher. Installation could only be done on one computer. Just tried different user account login on our PC. Office 2013 works fine with second user account. (Windows 7)

I need Office 2007. Does this license have downgrade rights?

Only Volume License (VL) a.k.a. business licenses of Microsoft software have downgrade rights.   Retail and OEM versions do not have downgrade rights.  This applies to not only Office, but also the operating systems and other applications as well.

My computer at the office has office 2010 at this time.  Not looking like it will updated anytime in the next year or so.  IT told me to get office 2013 for my personal laptop.  Will I be able to move documents from 2013 back to the 2010?

Yes, 2013 files are compatible with 2010, if you need to go back to 2003, Microsoft has a plugin to do that.

If you're talking about the stand alone edition it's just one. An Office 365 subscription is 5.

Does this come with the Key Code in a email?

Yes.  I dont know that all do but mine did.  I got a sequence from new egg.  You will then go to microsoft website which will ask for the sequence and start the install if you want to download it for use you can but they make it tricky.

Look for a small link that says alternate install options.  Select download to install on a different machine.  There they will reveal the actual license serial to you. Otherwise it will install diectly to the pc you vitit the sute from and will never show you your actual license.

This is only for use on one computer. If you get a new computer you can remove it from the old and add it to the new, but cannot have it on both at once.
