Is this a fully licensed key from Microsoft?

It is a bonafide Microsoft product with an official license key.

Where will the download be coming from (e.g. Microsoft servers or NewEgg servers)?

It is probably already on your computer and all you are doing is "unlocking" it. If this is not the case then the download will be from a safe site that Microsoft has created and will happen automatically when you choose to activate your purchase. The last thing you are asked for is the key.

Will this license allow me to install on my desktop and laptop?

NO, it is for one PC only. If you need more use office 365.

Is this like an OEM Install or like a volume license install. Can I re-install office on a different pc if the original pc is decommissioned?

No, I don't think it's an OEM install or a one time key. You activate it under a Microsoft account, but I think it will re-activate under a new computer. It can't be run concurrently as it's for "one computer" only, but I believe you can move it.

I would like to know whether or not this version of Office can be downgraded to Office 2013?

Usually, the downgrade option is only used for the Windows OS. The Office 2016 Key will not activate an Office 2013. You might be able to get a downgrade key by calling Microsoft, but this is not a common practice that I know of.
