No, these are User CAL's and not RDS CAL's  Your licensing program probably requires that you have purchased both but this product is a documentation-only item and has no install or license key software component at all.

To my knowledge there is nothing to activate, you just have to have proof of purchase if Microsoft audits your licenses.

OEM (Original Equipment Manufacturer) licenses are intended to be purchased by manufacturers or value added re sellers and sold to the end user with the server hardware that it will be installed on.
