The Windows Server 2016 Standard - 16 Core (P73-07113) does not contain any user or device CALs.  You will need to purchase a CAL for each user, either individually or in a 5 pack.

Which version of server will work with a dual processor with 16 cores each, I am currently running 2012 standard 64 ?

It is license for 16 cores in total. You have dual processors, 16 cores per processor. So, you would need buy TWO windows server 2016 license for 32 cores in total.

As long as you purchase robust enough hardware and a CAL for each client I don't see an issue with that for basic file sharing. If your running other apps then you should look into it with the other vendors support. This is a very simplistic answer for what could be very complex based on what your looking to do.
