Would I be able to use this portable hard drive on a windows laptop as well?

Yes, I use it on my Window 7 laptop - but it needs to be reformatted. The manual explains how. (Google the manual)
Once reformatted it can only be used for Windows - not Apple

Is this external hard drive compatible with leopard 10.5.8? I want to use Time Machine so I can upgrade to snow leopard.

Since it is Mac ready, I see no reason why would it would not be compatible with your Leopard OS X 10.5 . The drive is formatted HFS+ journaled for Mac OS X Leopard, Snow Leopard , Lion or Mountain Lion. It worked perfectly with my Mountain Lion. I hope you find this helpful. Good luck!

Apple has Ready an Automatic Update for me READY to 
Update to the next OS of Maverick NOW ~
Will this handle BOTH or do I need a different drives
for each OS ? 
OR will it handle BOTH just adding to it ?

no, it will install it over your old operating system. you are far behind the new operating systems. the new one is called MOJAVE
