I need a communication device that will set next to my mother. When she calls out, I need the device to be voice activated and her caregiver with another unit will hear her and can respond verbally without physically having to come back to her. would this product fit the bill? or are there other better suited products available?

This might be a little too sophisticated  for the elderly. You may want to investigate a "Baby Monitor Intercom System" and a supplemental system for the caregiver to mom response (if needed) to make it two way. Although the Motorola has a lot of channels, in an urban environment you may get a lot of outside the home noise, i.e. the channels may not be free of traffic and changing channels on both hand sets could be problematic.
