can i overclock this?

I've been building PCs for over 20 years and have found MSI boards to be a good buy.  This one has exceeded my expectations. The BIOS does have OC options.  I haven't tried to OC the processor or memory yet, but others have (read the reviews online).  Great board, so far (2 months), I've had no problems with either of the two I bought and am running Ryzen 3 2200 series processors and G.Skill Ripsaw DDR4 3000 series memory.

Will an AMD A12-9800 work with this board?

does this motherboard come with the ability to connect to the internet?

It has the standard Ethernet port on the back witch is a gigabit port so as long as you have high speed internet you can plug either directly into the port from your modem or through a router. If you are asking if it has builtin WiFi the answer is no you'll need a USB dongle or you can get a pci card with WiFi

Question 4

Will this refurbished motherboard indeed be tested to work fully? I hope once a RMA goes though I can maybe get this board. Also does it come with everything it should, including a CMOS jumper cap?

When a bored is manufactured refurbished that means it's tested to make sure it works just like a new board. What they don't include is the hdd cable or original box you get everything else that's normally inside the retail package. Also side note you could use any jumper cap on that I've never needed to do that and I go into the bios often to tweak settings or update the bios. If you plan to do overclocking do it inside of the os first using msi command center to test how high you can get before system locks up then just restart the computer and it'll be fine and go back in to the msi app again and set it to the last stable settings before it froze. And if you want then go into bios and set it to the last stable settings in msi command center. It's safer than playing guessing games in the bios I got my ryzan 3 upto 3.92ghz leaving the volts on auto. Hope this helps you not have to jump the cmos.

Does this refurbished board have a Raven Ridge compatible BIOS flashed?

There's a bios update for it you can also go over to msi and look what's supported and what's not that way you have the facts and not something someone says.

Does this come with an I/O shield? I've looked online and some people who bought refurbished motherboards did not get an I/O shield.

Hi. This did come with the I/O Shield, and the original box/documentation as well. Mine looked like it was never used either.
