Does this come with cpu paste or do I need to buy some Artic Silver?

Yes it comes with a small tube of thermal paste. I was unaware of that when I bought this, so bought some Arctic Silver and ended up using it anyways. I suspect the Arctic Silver may have better thermal conductivity than whats included here, but I have no proof to back that up.

Question 2

When this says "LGA 1700 ready", does that mean I have all of the pieces I need to cool an LGA 1700 CPU, or do I need to get an adaptor from MSI?

You need to go to MSI Website and request the bracket necessary to attach to an LGA 1700 motherboard. Unfortunately I have learned through experience that MSI doesn't let you order the bracket, until you register the Cooler with them, and you can't register the Cooler until you receive it from Newegg. Registering requires the S/N on the package. Once you register they set up a shipping request, but they only ship this type of item out once a week (Thursdays, I believe). So depending on when you order the Cooler, receive it and register it, you could be looking at 2-3 week from the date you order the Cooler before you can use it. I have tried to get MSI to ship the bracket based on providing the sales receipt, proving purchase of the Cooler, then it could be received much sooner, but no luck yet. Maybe if enough people bring up this issue with MSI, they will adapt their policy.

With the pump in the radiator, can the radiator be installed on the roof of the PC case? The pump is not supposed to be the highest point in the system because of air bubbles.
