Will this fit in a pci express x16?

Yes, new generations of PCI express are backwards compatible with old generations of PCI express. Further, this card comes with different brackets, so it will fit in a standard size case or a low profile case.

Question 2

Is this specific product compatible with Windows 8.1? And also, what are the exact dimensions of this card, I am planning on upgrading he GPU of my Dell Inspiron 660s.
My setup (only includes upgraded parts):
i5 3570k
2x 4gb Crucial DDR3 
cooler master CM12V (not a big step up from the stock fan)
1 TB seagate hard drive

Check the MSI website about 8 compatibility.  Card is a normal sized card.  I had no trouble installing it in a stock hp pavillion.  I had one graphics hiccup, but it has not repeated and I suspect it was a patch from online game.  It comes with low profile brackets if you have a skinny case.  EXTENSIVE MSI software for overclocking etc...I did not, but if you want too, it is there.  It was definitely worth the bump from my 1GB 610 card.

does this device that im seeing truly have a vga port on it?

yes it does, and it come with low profile adapters, so you can use it in thin cases.

Question 4

Is this card capable of driving 3 displays at one time?  I'd like to run 2 traditional monitors with the VGA and DVI ports, and MIRROR the VGA display to a TV on the HDMI port.  Is this possible with this card? This is on a windows 8 machine, if that matters.

You might need a three-way splitter to do it, but I think it'll be more than able to support that function. I'm not sure if a splitter like that exists, might need a dual splitter, and then use your pc's original vga as well if it has one. But I only use a single display and it operates beautifully with the setup I have.

I am searching for a video card that is compatible with a Lenovo H530.... could this be the one??

It looks like the motherboard in the Lenovo has a PCI-E x16 2.0 slot in it.  This card should work in there, verify you have a minimum of a 300w power supply.

How does this card compare to the new 730 and is better to download the drivers from msi or nvidia?

730 card is about a 30% performance increase and I always use nvidia drivers because they are more likely to keep them updated
