My computer is a HP DC7900 Small Form Factor with a 240W PSU. Is this graphics card compatible with said machine without any additional upgrades?

It works completely fine with my HP Compaq 6005 Small Form Factor with a 220 watt power supply and an Athlon II X2 with a 59 watt TDP.

My computer is has a PCIe 1.1 bus. I am thinking about buying the radeon 6570 video card, but wonder if I'm wasting money due to my bus. If so would I be just as well off buying the radeon HD 5450?

This 6570 will work in 1.1 and the card does a a wonderful job in my dell optiplex 780 with a 230w ps. This card is an amazing deal and you would not be wasting your money. The card is easy to oc and great fan control included in the software that comes with the card.

Will this card run two 23 inch monitors?

Yes, this video card outputs enough maximum resolution to run two 23-inch monitors just fine.  Probably not the best choice for gaming applications, but for regular home or business use, it will work great.

What is the power usage, or watts it uses when running?

According to Wikipedia, this GPU uses 189 watts.
