Question, if I had to install this on the 2nd PCI-E Slot would the radiator reach to the back on a stardard mid-tower case?

It should reach without a problem.  I have mine in the first slot, and put the radiator/fan in the bottom of my full tower case next to the battery.  This card is a liquid cooled closed system.  I did not disconnect the hoses from the card, but would imagine you could if you had to.  I would think you would have to have a little more than the average end user knowledge on this though.  Good luck!  It is a great card, totally quiet, and fast to boot!

What is the power draw on this card?

I have no way of measuring it, but it states 350 watts.  It also states you need a 1000W power supply at a minimum to support the card.  It does require two 8 pin power supply plugs, but it is well worth the money in my opinion.

Question 3

Why is the MSI version so much more expensive than the Gigabyte version? What is the difference between the cards?

No difference, all reference AMD cards are purchased directly from AMD by OEM's, they just put their labels on it and resell them.
