Question 1

Is this card really only 12.8 inches (325mm)?  Is there a bracket for this card the increases the length?  The clearance in my case is 13".

It is that length.  However, there is a bracket that goes underneath the card to support it and you'll need 3 to 4 slots beyond the card to be able to fit it -- don't use it the card is so heavy it will bend from the  pci slot out and damage the card.  If you want to get decent airflow, you should probably go with a smaller card

Would this run with a 700w PSU? paired with a ryzen 9 5900x?

It will ultimately depend on what other components you'll be running, how many and what type of hard drives, if your memory/cpu is overclocked or not, and how many USB devices you have plugged in (remember these are running at about 5 volts at 1 amp so 5v x 1a = 5 watts per devices where as a cell phone could be 5v/3a so 5v x 3a = 15 watts). It is totally possible to run this as long as your not going overboard with power consumption.
