4x12v means that i can connect 4 fans of 12v each correct? not 4 fans of 3v each (if that even exists)

It shouldn't divide voltage. It will, however, separate the amperage. Instead of being, say, 12v at 4 amps, you'll have 4 connections running 12v at 1 amp each. Mileage may vary with the exact number of amps; I just chose 4 for ease in division.
