Is this compatible with Dell XPS L521X or L421X?

So not sure, it is a SATAIII/6Gbps mSATA card.    The L521 specs I read say it comes with a Samsung PM830, as a caching device.   This is also a SATAIII/6GBps card.

Depends upon how Dell engineered the caching function, which I really can't speak to, sorry.

is this compatible with MSI GE70 20E-017US laptop?

I don't have any knowledge about the GE70 20E-017US  laptop but here's my general opinion.

This drive is what is called mSATA and it only fits on motherboards with the mSATA socket right on the motherboard. However, you can buy adapters that will connect to a SATA socket so it should fit into a laptop SATA bay. I've never done that but I think that it should work.

But I'm not so sure that it would be worthwhile. The reason that I bought this drive was because of the speed but if you use that adapter your speed would now be limited to the SATA protocol.

is this compatible with msi ge60 2oe-003us?

Just check the specs for your machine (if you don't have them, go to the manufacturer's website). If it lists an "mSATA" slot, then it will apply to your machine. It does not fit in a "regular" SATA disk connector.
