How can I get "Up to 1.2Gbps" with this device, if all its ports are 10/100M?..

This is TOTAL throughput. Combined. As in, three devices connected each pulling 400Mbps. The wired ports will provide 1 Gbps, but combined I am unsure since it does not show any backplane information. Most likely this WONT do 4 ports at 1Gpbs at one time (example- Cisco 16 port gb switch only has a 10 gb backplane for a total combined throughput of 10 gpbs. Hope this helps.

Can it connect to a cell phones wireless hotspot?

Sorry I don't know. Purchased for work and never tried this.
