Will this router allow you to host a VPN? Not just pass through, but actually control and maintain a VPN?

The question is above my pay grade.  I would check the data sheet at Netgear.
I read the data sheet and it looked like your question was answered but I couldn't say as I’m just learning about networks. Sorry I couldn't help and for the late response.

Note: I have had no negative issues with mine and it has been running stable since the day I set it up back in June of 2013.

Don't bother buying this router!!!! 
They hang up about once a month and require power cycle.
Two units replaced with same problem.
Also much slower WAN to LAN speed than advertised. 15mbs max with NAT only routing.. This is old slow technology. 
I am replacing with different brand.

Can I use the FVS318 inline, hardwired, to support 5 Cat 5e peripherals? 
 
I have a NETGEAR Cable/DSL ProSafe VPN Firewall Model FVS318.  I have been forced to reduce IP from High Speed to a glorified dial-up which promises much higher speed but I'm stuck with the Internet standard 100 Mbps.  I am a disabled Vietnam Vet and my Internet is required for driving a telemetry unit plus access to MyHealtheVet online where I have access to my entire VA medical records plus interactive capability with Primary Care Providers through Secure Messaging.

I am home 24/7 dragging a 50 foot O2 cannula around and sleep at night with an O2 supported CPAP. (Constant Positive Airway Pressure).  Because I'm home 24/7 my Xbox, Blu-Ray player, copier/fax VA Telemetry Internet dependent peripherals must be online 24/7 and lastly because I live in Colorado with 14K mountains all around me cell  service can be more miss than hit.  My phone company has provided me with a Micro Cell intended to boost my signal.

I am quite computer literate which surprises many IT techs.  I have taken a 1.5 Mbps modem and boosted it to maximum efficiency.  It does have 4 Cat 5-E Ethernet ports and I need 6.

Long explanation for a short question, sorry.

Considering the FVS 318's design purpose can anyone thing of way(s) I could place it in the loop to improve my service reception and upload.  The only wireless item I use is my cell and I'm trying to configure it to seek out only the Micro Cell and stop trying to connect to my modem.  Everything else is hardwired.

I apologize for the long entry but these are things one does when when SOTA electronics are required by the VA, they won't pay for any of it, and my monthly disability income pays my rent, utilities and then I'm broke for 4 more weeks.

I think Brice K. explained it perfectly.  I can't add much to it.

I too had slow internet speeds so I decided to upgrade my old modem/router combo (10/100 Mbps) to a new faster combo at (10/100/1000 Mbps) capability. This type of unit is unfortunately limited to internet speed delivered from your internet provider via the modem it will attach to.  I also had to go to my internet provider and pay more for a faster tier of internet speed, they get us coming and going.
 
You have the problem of locality which limits your internet provider choices.  I’m not savvy on the latest forms of technologies such as satellite and the cost associated with them, but that may be your last resort if possible.  I have lived in remote places in the past where I was limited to dial-up speed internet. At the time, DSL and Cable were not accessible and satellite was underdeveloped.
