This thing provides about as much cooling as a 120mm AIO water cooler. I would expect it to work fine, but, if you're wanting the absolute best overclocks or lowest temperatures, you'll probably want something more like the Noctua D15.

does this fit the asrock x99e ITX board without hitting ram?

It will hit the ram in the standard configuration.

However, it will fit sideways. So in a tower, exhausting toward the top of the case (which is how I'm building with the U14S outfitted with the Narrow-ILM brackets and with a pull-only fan configuration. (This comes with narrow-ilm brackets for both directions).

In my experience, the plate is not required because Supermicro designed a plate integral to the board.

I used these on a X8DTI-F-O Supermicro board and they install perfectly and are extremely quiet. I would suggest getting an extra set of fans to put them into push/pull configuration, like the U9.

Naturally, Id recommend double checking the X8DTH-iF to make sure its the same, but if you see the large metal plate behind the cpu mounting sockets, theyll work great!

I cannot tell you since I have dual Intel Xeon processor on an Intel motherboard.  This I can tell you, this cpu cooler is a monster in size
compared to traditional desktop processors.  These guys are for 
server processors or any processor as long as it fits on your computer
motherboard.
