Do these rails ship as a pair, or do I need to buy two of them?

They shipped to us as pairs. Note they come "collapsed" which may make you believe they are the wrong size. They do telescope with a bit of elbow grease.

Will these rails attach to a Norco RPC-231 case without any drilling?

I have a rpc-4020 with these and didn't require any drilling.
