If I wanted to connect a RAID card to the backplane to hook up the HDD's what cable would I need? Thx!

From the picture that is a Mini-SAS. Just keep in mind that if you get a card with a MiniSAS connector then you will need a MiniSAS to MiniSAS cable. If the card has SATA connectors then you will need a REVERSE FAN-OUT cable MiniSAS to 4 SATA.

What is the largest hard drive that can be install as far as Tera-Bytes ?

This is a dumb case, (no electronics) it doesn't care about drive capacity. Any standard 3.5" device will fit in one of the 4 drive bays. The backplane is passive, and it will be up to whatever motherboard/OS you choose as a max capacity.

Does this case include a set of rails that can be purchased with or without the case?

Unfortunately case did not include rails - ended up using existing rails from an old server

Does this case have any sort of internal mount points for drives?

Yes I have a 3.5 and 2.5 ssd mounted. It is a single tray and has anti-vibration pads, as well.

Will this case fit on a 19" rackmount? Dimensions don't indicate that it will.
