Can this CUT an item from another PDF file (graphic, picture, text, etc) and PASTE into document created with Power PDF?

It can select an area from one document, copy it and paste it into a new one. I tried it just now with formatted text, and the formatting was copied too. But you don't say how sophisticated the stuff is that you want to copy and paste. I suggest you got to the Nuance PDF products user forum and ask there. I tried to give you a linkl, but it wasn't allowed -- however, you can find it readily with Google.

Can I scan with this program like I can with PDF Converter Pro?

Yes, after identifying your scanner.   Relatively painless.  Scan button right on the Home ribbon.  Per the Nuance website, "Create PDF files directly from your scanner with time saving one-click scanning to PDF. Scan to standard image, searchable, or editable PDF formats. What is the difference between this and PaperPort 14?

I only own Power PDF and not PaperPort, so I can't give you a great side-by-side comparison, but I will give you my perspective from the research I've done.

Power PDF is designed as an alternative to a certain other (way more expensive) PDF program.  In my opinion, it is great - I have used it to convert documents to PDFs, convert from PDFs back to Word documents, create fillable PDF forms, and more.

PaperPort is designed to be a "document management solution".  I believe it is intended to provide an easy interface to scan documents in, organize and manage files, and share documents with others.  It also seems like it can read more than just PDFs.  That being said, if someone just wants a basic PDF program to convert back and forth, it seems like PaperPort can do it.  Some of the more advanced PDF functionality, however, would probably be lacking.  Judging by reviews I've read of PaperPort as well, the program itself does not seem quite as refined as Power PDF.

I have 2 computers (a desktop, and laptop) that I use for business. Will I be able to install on both computers without having to buy 2 copies of the software?

 (a) install and use for personal or internal business purposes one copy of the Software on a single computer; (b) install and use for personal or internal business purposes one copy of the Software on either a single portable computer or a single home computer, provided that such copy is not used concurrently with the copy in section (a) above

Yes to all, as long as the PDF document doesn't have a password. It also has a stamp feature that allows for inserting a signature onto a signature line. There is also a "forms" tool that converts a PDF document into fillable forms.

Why don't you download the trial version from Nuance and try it? I think you can create fillable forms, but you can't export the data from the form. For that you need the Advanced edition. Here is what Nuance says about the Standard edition and fillable forms:
