How does this work and how many fans can I attach to it? I need 5 fans to me controlled (3 zones)

1. It's an internal USB fan controller, you can set up profiles and 6 "zones". 
2. You can attach 30w worth of fans, which is a lot. Each of the 6 plugs can take a splitter.
3. You can custom define whatever you want, it's super handy.

Is this a necessary accessory for NZXT Hue+ when I have gotten the bundle of the controller and x2 fans and the Cam Software downloaded already?

It should only be necessary if you do not have enough fan headers on the motherboard. It is a very useful piece in my opinion.
