Will I be able to call 911 with this device? It appears that the 200 models will not allow a 911 call.

No, and I can also tell you that I am unable to configure this device and I have E-mailed support and have received no response. I plan to call Newegg tomorrow and attempt to make a return.

can this be used to port out my landline?

As long as there is high speed internet and the indoor telephone wiring is disconnected from the telephone line from outdoors this will work.

No, Obihai 300 and 302 are not compatible with Google Voice.  For Google Voice you will need 200 and 202 models.
