No, 128 GB is the smallest capacity for this model.

But consider the following:
To operate most efficiently and evenly distribute cell wear, SSDs require some amount of unused space to move things around when performing these optimizations. On smaller SSDs, it is recommended to set aside some unused space to make sure you never fill it (although the SSD will naturally use free space for this purpose, it is much more likely that you will "accidentally" fill up your desired 40GB space drive than, say, 256GB). For this reason, on a 40GB drive, you would probably want to make use of only up to 32-36GB.

The model you are looking at, the original Vector, uses more expensive 25nm NAND flash, while the newer Vector 150 uses 19nm node that is cheaper for them to obtain, while they went with Toshiba which reportedly may have had more satisfying performance for OCZ high-end Vector series at this process node. It's typically cheaper because die sizes are smaller, so more of them can be printed on the same area/wafer, reducing the cost.
