Question 1

Dumb question: So if I plugged this into my pc and then plugged in peripherals such as a headset or mouse, would they still work? Or is this solely a charging hub?

I have connected this hub to my PC and plugged in several USB hard drives and they all work and are recognized by the PC. I have not connected a headset or mouse, but given that hard drives work, I see no reason why a headset or mouse (or any other USB device) would not work with your PC.  Hope this helps!

Question 2

Will 2.0 external HD work with this?  I have several external HD and several thumb drives. Most are old and are most likely 2.0.

Yes. They will work. The USB 3.0 standard is backwards compatible with USB 2.0 devices. I have plugged in quite a few 2.0 thumb drives.

Question 3

Based on the single review:
IS this a genuine NEWEGG warehoused and backed device?
Does it include an AC power adapter on the 3.3Ft. Power Cord?

The manual says it includes a 5V2A power supply but it was not included with my device.  There is a proprietary power cord that connects to a USB-A power supply port.  To use all 7  ports with full power (0.5A) devices, it would require about 3.5A of input.  Smaller power, fewer devices will work.
