No, it doesn't come with a micro sd card.  It only comes with the R4 cartridge and a micro sd to usb adapter.

no you would have to get an ez flash for that, there might be a solution in the future but the ds doesn't have enough power to properly emulate gba and you cant load gba roms through slot one

It will work on a new 3ds as long as it is firmware version 11.8 or less, but your Micro SD card would be to slow yours does not reach the Minimum it would have to exceed 4MBs Per Second!
