The reason why you need a TSA approved lock is because if you travel without one and the TSA needs to open your bag, they will cut off your non-TSA approved lock.

How to set combination code:
1. Hold the combination lock to make sure the 4-digit numbers show on the right.
2. Make sure the code is set to default (0-0-0-0). Pull up the shackle, turn the shackle 90 degrees counter-clockwise, press the shackle down and continue to turn another 90 degree counter-clockwise.
3. Then set your own new combination. Turn the shackle back as normal. Remember to check if numbers are line up before locking.
