Does this come with VESA plates?

The main picture shows the vesa plates that come with this stand.  They are detachable and are mounted with a hanger and a thumb screw.  The plate's connection to the stand wiggles unless you tighten the thumb screws excessively, I had to use a pair of pliers to do so.

Question 2

Does this stand allow for monitor rotation (horizontal / vertical orientation) or do I need to remount?

You can rotate as long as you have other adjustments up/away enough to allow clearance for your monitor from the desk or other nearby objects. This is difficult for me because I have a 31" monitor and a cramped desk, but I can still get there in a pinch.

Does this stand support monitor rotation?  Ex: Virtual to Horizontal orintation adjustment?

Yes, the stand supports monitor rotation, allowing for a 360° swivel design.
