It goes on when the charger stays on after fully charged, and when a lot of applications are running. otherwise it's quiet.

Will the Porsche Design Book One be offered only with the set CPU, RAM, and SSD?  ... or, will there be an upgraded version with more Storage, more RAM, and/or faster CPU?

Is this compatible with the Razer Core?

Dear Customer, Thunderbolt 3 in the BOOK ONE supports external GPUs. This was tested and confirmed during Intels TBT3 tests.
The specific GPU hasn't been tested yet, but as long as it is compatible to Intels TBT 3 specification it should work as well.

How do you enter BIOS configuration on this device?

The only way I found so far is to hold the SHIFT key down while using the Windows 10 Restart option. Doing this will boot into a blue screen mode. From there you can go to Troubleshooting options and select the option to change the UEFI Firmware. When the system restarts, you'll be in the bios. I've not yet found a keyboard F key to do this, since the machine boots up so quick.

I just received this laptop yesterday. Touchscreen does not work at all. No response to touch or pen. Anyone else have this problem?

Question 9

How many PCIe lanes does this have in conjunction with thunderbolt 3? I am wondering if I will get full bandwidth of TB3 if I attach an external GPU. Also, any models with internal gpu forthcoming?

PCIe x2 Gen3, The thunderbolt has test eGFX – external Graphic in FV stage. 
Yes, you can get full bandwidth of TB3 if an external GPU attached. 
There is new generation of Internal GPU forthcoming, too.
