Is this chroma, or can it only do one color at a time?

This can do full RGB, any Razer products with the "Chroma" tag in the title will be multi-color enabled. The refurbs come in great condition just without the razer boxes, definitely recommend it.

The pictures show that it comes with a Razer box. Is that true?

Yes it does come with a Razer box. However, it is not packaged like a completely new unboxing experience product; it is simply inside of a razer box with some protection and plastic. No razer advertising, stickers, etc. Bare bones.
