Will this supply power to an attached usb portable drive?

Yes. I watch movies on my Kangaroo Pocket PC from my USB WD external drive attached through this hub.

Do you have to press the power button after every power loss? i.e. is it a momentary button you have to press every time or a push-in, push-out true on/off switch that retains its position physically?

Ordered one. Can confirm. You need to press the power button every time it loses power. You aren't going to want to put this in a cabinet or behind something. You'll need to power it on every time.
