Will this unit work with Galaxy DX959 and if so, what are the dimensions?

It is 4 1/2" by 4 1/2" by 2" I have used it on my Galaxy DX 2547 but is now dedicated to my Lincoln II + (10/11/12 Meter transceiver) . It should be dialed down to 1 watt from the Galaxy (variable transmit power) because any more will overdrive the KL 203P.

will this work on a cobra classic 29?

Yes it will work the CB band is on 11 meter band 27MHZ.

Is this FCC certified, name amateur radio Part 97 rules?
