Does this also fit 14th gen intel cpus? and LGA1700 z790 boards? is this the v2 or v1 version and is there a difference?

Yes, Ed - this will fit all 12th, 13th, and 14th gen CPUs, but NOT LGA 1851 CPUs.

do they have it in black that comes straight from Thermalright or is it only 3rd parties that sell the black frame?

I've picked up a couple of the black directly from Thermalright in the past few months, but haven't seen it advertised as of late. In the Thermalright "store" above they have the black for $10.59 + $5.56 shipping. Hope this helps. Haven't used one yet
