Yes it is , the poe ports are automatically dectected the devices, if you use poe devices, it will supply the power, if non devices, there will be no power , just network transmit. if you don't use poe function, it will work like normal switch.

Does it support 24V passive PoE?
NO. It is a standard PoE switch supporting 48V PoE devices. Non-standard 24V passive PoE is not supported.
Can these poe switches work with ubiquiti devices?
If your ubiquiti device supports standard 48V POE devices then it will work together.
