Why this doesn't come with Wifi  adapter? Is it refurbished?

The motherboard is new. The WIFI adapter is an option on this particular model. There is an onboard slot to add the WIFI module and antenna. Older models had the module as a standard piece but this model does not include it.

Does this motherboard have a functional mini-PCI Express slot?

I guess your referring to a slot for m2 ssd then the answer is no. this board is sold very cheap with no wifi, just 1x pci express for graphics card

How well will this work with Linux?

Works great on linux, but if you're not using a separate video card you want to make sure that the distro can utilize the skylake graphics available on the chip
