Do you need an operating system since it is windows 8.1 ready?

Yes, windows ready only means that it is 100% compatible (or at least in the manufacturer's opinion) and ready to be used with widows 8.1.

So im confused, what exactly are the PCI slots in this, so I can look for a graphics card. I am getting a FM2 processor so I cant do the PCI Express 3.0 x16 so what are my options now?

Just because you are getting a processor that has integrated graphics doesn't mean you can't utilize the PCI slots for a video card. You can use any of the PCI slots for a video card, more than likely PCI Express 3.0 today. When the card is installed most boards will utilize it, however some require you to choose it as the hardware to use rather than the onboard graphics in the BIOS.

Yes it is, I recently actually purchased this MB to use with that exact processor and it runs great for my client. If you're looking for regular day stuff this processor is great. For gaming you might want to going with a little higher end A series cpu, but depends on the game and that of course.

The photo shows an internal USB 3.0 connector though the specifications indicate it does not have an internal USB 3.0 connector.  Can someone confirm whether it does have an internal USB 3.0 connector as shown in the photos?

The cable connector would come with the case if for example it has usb 3.0  port installed at the top or front. A usb 3.0 card reader add on would be another example.

i have a fm2 + cpu but i think my card only needs 2.0
but either way will it work? will it be to big?

According to the details if your using 2.0 X 16 with a fm2+ cpu your good. Check out the details of the mother board yourself it says so but you'll be alright

Could someone explain the front panel pins for the power button, button LED, Etc. I can see the diagram, but i don't understand what the diagram perspective is coming from... Could someone help me with this?

The case for the computer will have wires coming from the power and reset and the LEDs. These wire connections will b clearly marked. Plug these into the corresponding pins on the motherboard.this has been a very satble quick board thus far.

Can someone explain why ASRock decided to make a USB3.0 slot that ISNT actually meant for USB3.0?  Im not asking for a copy and paste, as I have already read THEIR description, I am asking why it isnt actually 3.0 since this board clearly supports it.

Does this motherboard support duel gpu when using a apu and a video card?

That's a hybrid Crossfire setup when using the APU and a video card which requires a compatible APU, specific AMD based video card, and motherboard.  For instance if you get a A10 CPU that would support up to a R7 250 DDR3 video card (not the DDR5 version) which would almost double graphics performance after enabling.  (see youtube videos for how to do this).  If your video card is of better quality probably better to get an AMD AM3+ motherboard without the built-in APU as it won't crossfire.
