Normally Yes! 
But, it depends on what else you have in your system and what the total power consumption of these other components that make up your system are. 
All your components have Power ratings. Add each of them up and add the power consumption of the 2 video cards. The total should be below 700W to give you some margin for power ratings accuracy.

I'm torn between this and the GIGABYTE GV-N65TBOC-2GD (http://www.newegg.com/Product/Product.aspx?Item=N82E16814125457). Can you please help me pick?

If you are willing to OC the card your self I would say this one, in theory this one should OC better
Without hacking any GPU BIOS this card allows 23.5 watt more voltage than the gigabyte model does.
If you are not willing to use any OC software (evga precision, msi afterburner, etc.) go with the gigabyte card.
There is a fancy looking ASUS 7850 on sale for 110 after rebate right now (@newegg) which based on benchmarks runs better than this card in about everything except BF3.

Bottlenecking is a bit of a misunderstood term, as bottlenecks can occur in different places depending on the software you run. That said, as a gamer, this card is perfect for playing high-to-max settings at 1080p.

Bao: I got this card for $120, at that price it's worth it. I would wait until it's a daily deal again.

Does this card have good crossfire with itself?

As Chad said, SLI requires two GPU's; there is only one on this card. Only the GTX 690 can SLI with only one card.

SLI is very good, as long as your motherboard supports it. SLI is dependent on Nvidia, not the card manufacturer, so all cards with the same chip (650 Ti Boost for this card) will have the same SLI support.

However, SLI is a fantastic choice for lower end cards. I bought this card with the intent to buy another in a year or two, which will cost ~$200 total and will give me better performance than a single $200 card.
