Will the "ZOTAC GeForce GTX 960 4G AMP" run Fallout 4 mid-high settings well? and shader mods on minecraft? Kinda new on graphics cards... Thank you in advance!

I bought this card specifically to run Fallout 4 and it handles the game just fine. I run most settings maxed and framerates are very playable. It hovers around 30 to 40 I guess. I haven't actually measured it. My other components are pretty old so with newer hardware it should be a little better. If you run the game mid to high settings then it should be around 50-60fps easily.

Does the cards fans idle when not in full load?

The fans idle when the card is running at a low temp.  once the card heats up due to load the fans start running and adjust speed according to temp of the card.  Hope that helps

you will need two 6 pin pci express connectors to run this card.  the two 6 pin pci express power leads plug into an adapter provided with the card.

Will this fit in an Alienware R3 X51?

Probably not. The Alienware R3 X51 has a video card mounting cage with a riser card built onto it. The cage is designed for Nvidia reference boards - so anything with a custom cooling solution probably won't fit. The rectangular reference coolers from EVGA would probably be a better choice.

Mine is ~ 70 and OC's to ~1450. People closer to 90 are going over 1500.
