is this 4 individual cables or one cable that 4 devices can connect to - like a splitter?

It is a 1 to 4 connection but you have to have a SAS port not a SATA port to connect it to. SAS stands for serially accesses SCSI (Scuzzy). This is normally found in a Server and is usually used for High speed drives that have rotational speed of 10K or 15K rpm not the normal 5200 or 7200 rpm drives you find in most computers. This allows a single SAS port to run 4 SATA drives.
