Is the pci-e bracket included or is it just the cable?

The vertical PCIe bracket, cable, and a bracket that mounts to the bottom of the case (with the slot for the graphics card) are included.

Question 2

I have a radiator on the inside top and bottom, 3 fans each with 0 room on the chasse to mount the bracket. Can the bracket be mounted to a fan?

No, the bracket must be mounted directly to the holes on the bottom of the chassis. There is not room for a full size 120mm fan beneath it on the far back. You could probably fit one underneath the graphics card closer to the front, however.

Question 3

Does using this make it impossible to mount bottom fans?

I have a set of Phanteks fans and their Halos mounted at the bottom of the case and the Riser connector sits on top of the Halos which help stablize it well.

Question 4

With the vertical mount is there any room to run a PCI wi-fi adapter in the horizontal top slots?  Looking at picture doesn't look like theres any room.

It will depend on the video card you are using, though for the most part, no. My EVGA 10808Ti SC2 would not allow that functionality and neither would my Zotac AMP! Extreme 980Ti. Any GPU with a standard 2 slot PCB and cooler that doesn't overflow the sides should be fine, though you give up your main PCI x16 slot if you're filling it with a wifi card. Depending on your hardware that may lock your GPU to PCI x8 or x4 lanes, so I wouldn't recommend using it if you are using any other add in cards that need the horizontal slots(beyond your GPU). My top PCI slot lines up with the second PCI opening in the case, which may not be normal. I use an ASUS Prime X470 Pro, if that helps.

Question 5

can I put a 3080 in here?

Yes. Set your MB to PCI express 3.0 as 4.0 mode will boot to windows, but crash once any graphics acceleration starts.

Question 6

Will this fit the PC 08 since it is pretty much the same design? I would assume the only difference is that I need to drill holes on the bottom for the mount as that is the only real difference between the two cases.

it should but that particular item was designed for the 011 but if its same design then it should.
