Does this use the Type C motherboard header for a Type C connector on the panel?

Yes. I have an Asus Maximux IX Formula motherboard which has a USB 3.1 Gen 2 header (separate & different from the USB 3.1 Gen 1 header that connects to the front panel type A plugs).  My motherboard already had a Gen 2 type C plug in the rear panel but I wanted to have access to the Gen 2 at the front of my case.  The Chenyang cable came with a REAR panel plate attached to the type C plug end of the cable (not pictured on the newegg add) and can easily be mounted in the back of your case.  If you want to connect this cable to the front of a case, you need to customize a front panel to accept the type C female plug as pictured in the add. Look at the picture of the cable and make sure that the motherboard plug end of the cable looks compatible with the header on your motherboard.  The USB 3.1 Gen 1 header is very different to the Gen 2 header.  Hope this helps!
