Is this a proprietary box, or as long as I'm connecting via Thunderbolt 3, would this work with other devices? I'm wondering if this could "soup up" a desktop that I have and make it a more-capable gaming box.

It's proprietary. It'll only work with specific Alienware laptops. MSI makes a graphics card dock but I believe they only sell it as a bundle with a laptop whereas Razor makes exactly what you need. A dock that'll interface through thunderbolt 3.
