Question 1

How much radiator space is left under the riser? Can I still fit a 54 mm radiator with fans?

If you install it using the manufacture suggested way, your total clearance will somewhere around 55mm in total, so you are limited to a slim rad plus fans. You can move the riser 2 slots to the top to get >80mm clearance but you riser will sag very significantly as you cannot use the included anti sag support beam at that position, as many other reviews suggest. If you are willing to invest in extra 120mm pump brackets, screw it below the riser, and stack rubber pads you will be able to support the riser while doing giving you thick rad space (what I did, no drilling or modification of case needed, support is very solid and almost unnoticeable). Do be aware that by doing so you might have half of your GPU IO inaccessible due to the holes for VGPU not lining up, you may also need 90 degree adapters for HDMI or DP.

Will this support 2 asus rog strix 2080 supers?

Yes I think it will. But you will need to engineer some kind of support under it to account for Sag. I have EVGA 2080 FTW3 with Hydro-copper kit on it. ( Pretty heavy) and it sagged. Nothing a few LEGO pieces couldn't handle.

Will this Vert bracket work with a ASUS AMD AM4 ROG Strix X570-E Gaming ATX Motherboard with PCIe 4.0 motherboard?

Yes, this is compatible with x570 motherboards and the Lian li PC-O11 Dynamic XL. case.   I don't see any reason why you couldn't use this in other cases as well but the dynamic has a special predrilled hole specifically designed to use a provided support bar to stabilize the bracket.  (The bracket can be used without the special support bar but it will be less stable and this has nothing to do with its compatibility to the x570 motherboards.)

Question 4

Is this compatible with a RTX 3080 in the Lian Li Dynamic XL? I've heard conflicting reports.

The main problem you will face is PCI-e gen 3 vs. 4. Almost no riser cable out there is gen 4 compliant. Which means that it's kind of a bet depending on your MB/GPU whether or not it will work. Worst case scenario, you will need to configure your motherboard to use gen 3 for your GPU which will result in a few % drop in performance. Hope that helps.

How many PCIe cables are included?  I assume if you install this product you must mount all your PCIe cards vertically?

Only one cable is included. There is room for another, but 3 cables might be pushing it, since you have to route each additional cable under the other. You will have little to no room to install a PCI-e card in the original slots after installing this adapter.

This rated at PCI-e 3x speeds. So there is possibly a loss.
I invite you to research the performance impact of running a PCI-e 4.0 card on a PCI-e 3.0 motherboard.
IIRC the impact is <5%.
