Is this extension cable backwards compatible with PCIe 3?

Yes. PCIe hardware is backwards compatible. This would be most useful for someone with, or upgrading to, current gen gpus (RTX 30 series, etc) as without it, even if your motherboard supports PCIe gen 4 speeds, using a Gen 3 cable between two Gen 4 ends will require some tweaking in the BIOS to work. So, yes, it's backwards compatible to Gen 3 if that's all you have (but I'd recommend just getting a Gen 3 riser cable if neither device you're joining it to are Gen 4).
