Can this panel be used with Cat5 instead of Cat6?

I am using this with cat 5e cables, no problem

This advertises shielded patch but rated cat 6 UTP, with shielded cat 6 work with this panel?

Yes, the shielded part is just the foil covering around the wires that you would remove, along with the outer plastic cover when attaching the cable.
