Does it have pre-applied paste?

Yes, It already had thermal transfer paste on it.  It was protected by a plastic cover that shielded it.   This installation was one of the easiest CPU coolers I have installed.  I just had a bit of a squeeze where the CPU power connector at the top of the motherboard was under the radiator.  Tight but got that to fit.  Also hook up your fan headers at the top of the motherboard before putting in the radiator.  Hard to get to the connectors with the radiator installed.  It cools great!

Question 2

Lets say I purchase this cooler, would I be able to swap the fans out with any RGB fan? Or do they have to be corsair fans?

Yes, regular 120mm fans will fit fine, be careful on the clearance in your case.  Be aware that this cooler block has an always on white light (not-RGB).

What quality is the pre-applied thermal paste? Would you recommend just removing it using Arctic Silver 5 instead?

the default thermal paste is perfectly fine, unless you are going to be doing some hard overclocking.

does this come with water inside of it?

It's not water. It is a type of coolant.
You don't need to add fluid or otherwise service this unit. All one self contained, sealed package. 
The thermal paste is already applied and works great. I have my i7 8086k overclocked to 5.1Ghz and temp has never been over 79C under heavy load in flight sim.
I highly recommend this unit.

do i need to buy the back plate to install the plate for my ryzen 7 1700X or not ?

No, It comes with back plates for Intel and AMD chips.  Just use the one appropriate for your chip and board.   Easy to install and I am very pleased with it.

Would this work in the Corsair Obsidian Series 750D Airflow CC-9011078-WW, mounted on top?

Also, mine works like a charm. I use to use a 212 Evo which kept my CPU temps around 45c on idle. With the Corsair, it idles around 35c. Also that white led gives it a brilliant look. Cheers mate.

Pump keeps my i9-9900k really cool, But when i power the PC on, it CLUNKS really loud, i was wondering if this is normal or if i have the plugs wrong or if its just shaking inside the case? (NZXT H500), I have the sata plugged into sata power and the 3 pin 1 wire plugged into CPU_FAN, i have a asus z390-a mobo.

How do you have the radiator mounted? if you have it mounted on the front of the case, make sure the hose side is down, not up, and don't mount it on the floor of the case. Mounting the radiator in those two ways will cause air to settle in the highest point, the pump. Doing so will put unnecessary wear on the pump. All AIO coolers have a small pocket of air, to allow for heat soak expansion.

My case has a single 120mm fan on the back and 2 x 120mm on the top.  My question is, can this be mounted horizontally (on the top) vs vertically (back) without causing issues with the radiator?

I have mine mounted on top of inside of case just need to make sure your case has clearance inside. I do not have any issues with clearance for radiator. Just do some simple measurements to check for size,
