The voltages of the input power supply should be at least 1Voltage high than the battery's charging cut-off voltages, otherwise it will not charging.
For example, the charging cut-off voltages of a 12V acided battery is 13.8V. At this time, the input power supply must be a power supply of 14.8V or more. 16V, 19V, and 24V all OK.
Adjust the charging voltages: Do not connection the battery first, use multimeter to the voltages at the battery end of the module, and adjust the potentiometer on board to make the charging voltages meet the requirements of the battery used.

Note that when adjusting the charging voltages, the charging voltages keeps jumping. This is a pulsed voltages output by the charging when it automatically detects the battery. Just adjust the highest jumping voltages to a suitable value.
