I am looking for a graphics card that will run well with lumion, rhino, photoshop and other #d modeling/rendering programs. Is this my best option or are there other cards I should be looking at?

Weeeelll....there’s “always a better card” :-). Having said that.  Looked around at cards under 2k and settled on the RTX4000.  We run Rhino, ZBrush, OBS, Fusion 360, Capture One, Keyshot and a few others on the system with the RTX installed.   It’s an 8700K on an Aurous Extreme with 3 SSDs.   OBS, Rhino and Keyshot definitely benefit from the RTX.  Running a 38” Dell, a Cintiq 27” and a 15” Dell on the RTX.  Have had this up and going for about 2 years.  The whole system is meeting our expectations.  In full disclosure since you mentioned Rhino, we talked with McNeel before making our decision as Rhino was our primary CAD at the time.  As we now have CNC equipment and to enable parametric (history) we are in the process of migrating to Fusion 360 for most work. We have not upgraded Rhino and are running an older version which we plan to phase out.

Question 2

If my main concern beyond Photoshop is motion-graphics (After Effects) is this card sufficient, or should I be looking at another 10/12-bit card with 16GB of memory?

This card (Quadro RTX 4000) is exceptional for Photoshop and After Effects.  You specifically asked about 10-Bit/12-Bit, I therefore assume that is important to you!?!  If you go with the GeForce card it WILL NOT be or have 10-bit output for "Photoshop."  Moreover, the Quadro has professional drivers specifically tuned for Photoshop (10-Bit).  If you want to play games mostly, and do Photoshop and After Effects on the side, for fun so to speak, the 2080Ti is great.  It's even great for After Efects, with regard to 3D.  However, the Quadro is all about 3D.
